울산광역시교육청(교육감 노옥희)이 4일 노옥희 교육감 명의로 미얀마 군부를 향해 '미얀마의 미래를 죽이지 말라'는 성명서를 발표했다.

울산시교육청이 영문으로 번역해 이날 주한 미얀마 대사관에 전달한 성명서 '미얀마의 미래를 죽이지 말라(Don't kill the future of Myanmar)'는 구금된 학생 석방과 시위대에 대한 폭력 중단을 요구하고 있다. 또한 미얀마 교사, 학생들과 모든 시민들에게 연대의 뜻을 전하고 있다.

울산시교육청 "청소년·아동에 대한 폭력과 살인은 명백한 국제법 위반"
 
울산시교육청 성명서는 "미얀마에서 2월 1일 군부 쿠데타 이후 최악의 참사가 일어났다"면서 "군부의 무차별 총격으로 어제(3일) 하루에만 38명이 목숨을 잃었고, 이 가운데는 14세 소년도 포함되어 있다는 충격적인 외신보도를 접했다"고 시작한다.
 
성명서는 이어 "미얀마 시민들은 합법적인 선거를 통해 탄생한 정부를 무력으로 뒤엎은 군부에 맞서 평화적인 시위로 민주주의 회복을 요구하고 있다"면서 "민주주의를 되찾기 위해 교사와 학생들도 수업을 포기하고 거리로 나서고 있고, 이미 많은 학생들이 군과 경찰에 체포되어 구금되어 있다"고 지적했다.

그러면서 "학생들을 가두고 죽이는 것은 미얀마의 미래를 죽이는 것"이라며 "청소년·아동에 대한 폭력과 살인은 명백한 국제법 위반"이라고 강조했다.

이어 "미얀마를 포함해 전 세계 196개국이 비준한 UN 아동권리협약 제19조는 18세 미만 아동에 대해 '당사국은 모든 신체적·정신적 폭력, 상해나 학대 등 혹사나 착취로부터 아동을 보호하기 위한 적절한 입법적·행정적·사회적 및 교육적 조치를 취해야 한다'고 규정하고 있다"면서 이같은 국제법 위반을 강조했다.

성명서는 마지막으로 "미얀마 군부는 구금된 학생들을 즉시 석방하고 시위대에 대한 폭력 사용을 중단할 것을 강력하게 요구한다"면서 "목숨을 걸고 맨몸으로 저항하는 미얀마의 교사, 학생들과 모든 시민들에게 연대의 뜻을 전합니다. 미얀마의 평화와 민주주의 회복을 촉구한다"고 밝혔다.

Don't kill the future of Myanmar
 
Yesterday, the worst disaster occurred in Myanmar after the military coup on February 1. I heard shocking foreign media reports that 38 people were killed yesterday as a result of the military's indiscriminate shooting, including a 14-year-old boy.
 
The citizens of Myanmar are demanding the restoration of democracy through peaceful protests against the military, which overturned the government created through legitimate elections.
To regain democracy, teachers and students are also giving up classes and going to the streets, and many students have already been arrested and detained by the military and police.
 
Locking up and killing students is killing the future of Myanmar.
Article 19 of the UN Convention on the Rights of the Child, ratified by 196 countries around the world, including Myanmar, states that ``the Parties should provide appropriate legislative, administrative, social and educational measures to protect children from exploitation, including all physical and mental violence, injuries or abuse, etc. "
Violence and murder against adolescents and children are obvious violations of international law.
 
The Myanmar military is urged to release detained students and stop the use of violence against protesters immediately.
We express our solidarity to teachers, students and all citizens of Myanmar who risk their lives and resist with their naked bodies. We urge the restoration of peace and democracy in Myanmar.
